The list of carrier targeted includes Aeroflot (SU, Moscow Sheremetyevo), Orenair (R2, Orenburg), Rossiya (FV, St. Petersburg), S7 Airlines (S7, Novosibirsk), Transaero Airlines (UN, Moscow Domodedovo), Ural Airlines (U6, Ekaterinburg), VIM Airlines (NN, Moscow Domodedovo). While an order published on the website of Ukrainian president Poroshenko reads that the carriers could be faced with "limitations, partial or complete termination of transit of resources, flights and cargo on the territory of Ukraine", according to ch-aviation research, normal scheduled services so far continue between Russia and Ukraine with Russian carriers also overflying Ukraine on flights to other countries.

Russia has previously already partially banned Ukrainian carriers from overflying Russia on routes to destinations in the Caucasus forcing Ukraine International Airlines (PS, Kiev Borispol) and other carriers to fly longer routes over the Black Sea. Flights between Ukraine and Russia are not affected by this partial ban.
