TACV - Cabo Verde Airlines (VR, Praia) has announced the suspension of flight operations until Monday, September 11, citing a lack of serviceable aircraft.

The Cape Verde carrier said in a statement issued on Wednesday, September 6, that with its only aircraft, B757-200 D4-CBP (msn 30045), currently out of service, it had failed to source replacement capacity. As a result, it would have to suspend flights for a period of six days. According to Flightradar24 ADS-B data, D4-CBP is currently at Providence where it has been since September 1.

"All passengers will be rerouted on flights from third-party companies, depending on the availability of seats," it said.

In a subsequent statement, the carrier said it had secured capacity from Portuguese ACMI/charter specialist euroAtlantic Airways (YU, Lisbon) albeit only to run its Lisbon-Praia return flight on Tuesdays and Sundays and its Lisbon-São Vicente return service on Thursdays.

TACV uses its sole B757 to service flights from Praia, Sal and São Vicente to Providence, Lisbon, Recife, Fortaleza, Rotterdam, and Paris CDG.

Loftleidir Icelandic outlines plans for TACV Cape Verde

The Cape Verde government has announced that Loftleidir Icelandic (Reykjavik Keflavik) has been chosen as the strategic management partner for TACV - Cabo Verde Airlines (VR, Praia) ahead of the carrier's planned privatization.

Under the terms of the deal, the Icelandair Group unit will assist in the management of TACV with the overall aim of turning the island archipelago, located about 600 kilometres off the coast of West Africa in the Atlantic Ocean, into a competitive connecting hub, linking Europe, Africa, North and South America.

"We believe that TACV Cabo Verde Airlines is in a great position to take advantage of the unique geographical location of Cabo Verde," Erlendur Svavarsson, Senior Vice President of Marketing and Sales at Loftleidir Icelandic, said. "We will work with TACV Cabo Verde Airlines and the Government of Cabo Verde on restructuring the airline and then positioning it as the centerpiece of the future air hub operation in the country. To this end, we will draw on Icelandair Group’s successful experience in building a hub-and-spoke system to support an air hub operation in Cabo Verde.”

The Icelandic ACMI/charter specialist will oversee TACV's network planning, marketing, sales and distribution planning, as well as the restructuring of its fleet. In return, the Cape Verde government will pay Loftleidir at least EUR925,000 euros (USD1.087 million) for the year-long contract which can be renewed on expiration. According to A Semana, the contract will cost EUR100,000 euros in the first month and EUR75,000 euros for each of the remaining eleven months.

Speaking during the signing ceremony earlier this week, Svavarsson said his firm would lease one aircraft (presumably its B757-200) to TACV this winter to supplement the Cape Verdian carrier's own B757-200. Thereafter, the devised business plan will see TACV operating at least five aircraft by the end of 2018, growing to up to eleven over the next three years. The Sal International Airport will also become TACV's new operating hub given its superior infrastructure to Praia.

In anticipation of the contract's start next week, TACV has already withdrawn from the domestic Cape Verde market leaving it to Binter CV (3B, Praia). The government will, in turn, acquire a 49% stake in Binter CV.
TACV's newly appointed Managing Director, Mário Chaves, has said Icelandair Group would assist the Cape Verde government in finding a solution to TACV's estimated EUR100 million debt overhang.

Once its restructuring has been completed, the Cape Verde government plans to offer TACV along with groundhandling unit Cabo Verde Handling and airport management group ASA, to the private sector. Icelandair Group will not acquire equity in the airline although government has said it would be willing to accept an offer.

TACV Cabo Verde Airlines in the GDS inventory listing as well as OAG Schedules Analyser filed aircraft changes for Praia – Lisbon and Praia – Providence route, which will be in effect from 03APR17 to 19APR17.


During this period, the airline will operate leased Boeing 767 aircraft, temporary replacing 757. Both served once a week.

Cape Verde Islands to subsidize low-density domestic routes

The government of the Cape Verde Islands, located approximately 500 km off the coast of Senegal, has agreed to begin subsidizing low-density, domestic inter-island flights currently operated by TACV - Cabo Verde Airlines (VR, Praia).

Citing their strategic nature, the government said it would assist the loss-making carrier in covering the cost of operating the routes.

According to the ch-aviation route database, TACV offers scheduled domestic flights on a network including Sal, São Filipe, São Nicolau, São Vicente, Vila do Maio, Boa Vista Rabil Int'l, and Praia using its fleet of one ATR42-500 and two ATR72-500s.

TACV is in the midst of a restructuring programme with its owner, the state, currently assisting it with relief financing to help sustain operations while it seeks outside investment.

Airline CEO Joao Pereira Silva told Reuters earlier this year that as part of cost-cutting measures, TACV expects to lay-off 120 of its current 510-strong workforce by December of this year.

"We have some potential ... with our strategic location to attract investors if we restructure the company and bring costs to appropriate levels," he said.

TACV Cabo Verde Airlines from December 2015 launches a new service between Spain and Portugal. From 14DEC15, Boeing 737-800 and 757 aircraft is scheduled to operate Praia – Las Palmas – Lisbon route once a week, Mondays from Lisbon, Fridays from Praia.

Calls for TAAG, TACV to partner in entering the West African market

TAAG Angola Airlines is set to partner TACV - Cabo Verde Airlines in exploring the still largely untapped West African market following a recent intergovernmental committee meeting. In her statement to the local press, Cape Verdian Minister of Finance and Planning, Cristina Duarte, highlighted the two carriers different strengths - TACV's international certifications and TAAG's financial prowess - adding that together they could exploit the West African market using the Cape Verde's existing infrastructure and ideal location.

However, she did note that while talks between the two Lusophone nations' governments had been going on for nearly five years, no direct negotiations between the carriers themselves in regards to the project had yet been held.

TAAG was also linked to a partnership stake in STP Airways in 2007 though negotiations on the model of management to be used were successively delayed before falling through completely.

The Angolan carrier has largely ignored the African market preferring to concentrate on building its own long-haul network out of its Luanda hub. ch-aviation
